Submitted from the recipe collections of Barbara Floyd, Founder of the Country Register

1 1/4 C. flour
1/3 C. sugar
2 t. baking powder
1/2 t. salt
1/4 C. shortening
1/4 C. butter
1 C. oats (I used old fashioned. I did notice at Winco in the bulk section they have "Scottish Oats")
1/4 cup raisins optional (I substituted chopped pecans)
1/3 C milk

Cut in shortening and butter into dry ingredients, add milk and mix together. Knead slightly and pat into about 3/4 to inch thick slab and cut with glass edge or cutter into size desired. Put melted butter on top and sprinkle with sugar. (and Cinnamon if desired) Bake on ungreased cookie sheet (I use parchment paper) leaving space between each. Bake 15 minutes at 375 degrees or longer if needed.
